2006 Honda TRX 250 Electric start

Hi....
I have a 2006 Honda TRX 250. I recently purchased it from an individual. While he owned it, it got stolen by a couple of kids that took it out on a joy ride. They cut all of the wires leading up to the ignition switch and hotwired it. I have rewired the ignition, but am unable to start the four wheeler. When I push the start button, it doesnt do a thing. doesnt even make a sound or click or anything. I put the battery on a charger and load tested it. The battery is good. I talked with a guy the other day that said that the inline fuse (the main one that is near the battery) may be blown. Another guy told me that the starter may be out on it. Im leaning more towards the fuse due to the fact that I cant turn the lights on, and the neutral light doesnt even come on. Sound right? Anything else you can think of? I am able to start it using the pull cord. It starts that way, but is a pain in the butt.

Also.....as far as the inline fuse goes, I think I located it but im not sure. There is a small cylinder shaped white plastic thing....about 2 inches long, behind the battery. Has wires going into both ends. Is that the fuse?
