Proper way to adjust clutch?

What I have done so far...
-Index clutch arm on the top of the case to the specs in the manual.
-Then adjusted free play down by the arm to an acceptable amount.
-Then adjusted free play at the perch to the specs in the manual.
Couple of problems that I think I am running into... 1) Indexing the arm, I am not sure if the measurement given is for the arm clockwise till it stops or counterclockwise till it hits tension... see it rocks a little bit between either side of the teath. 2) When I adjust the free play at the perch, no matter how much free play, it still wiggles the arm on the case.
I dunno, it just seems like my bike clunks into first gear and I am trying to get an idea if I am adjusting it right.
