Help, how do I ID this older 3 wheeler?

A friend of mine is moving, an has an older yamaha 3 wheeler sitting in his garage, its very dirty (dust)..
I found a number stamped on the stem of the handle bars,
##L-######
Is this the VIN, and if so where can I go to find out what make/model it is?
If its not the VIN, can anyone tell me where to locate it? Its an older model, I think, mid to late 80's probbaly.

unless they did it differently back then, the vin should be stamped in/on the frame, because that is what you actually register. im not saying its not possible, but i would be very surprised if they stamped the vin on the steering stem.

21V-016877 is what I found on the stem.
Tonight I took the back seat off and searched on the frame as best I could, nothing.. going to try tomarrow when its lighter out side..
