jet needle and spring seat?????????

Hey guys
I need some help. I have an cat 250 4x4 03 model. In my service manual they show the carb parts breakdown with the jet needle going in the vacuum piston first then the spring seat goes on top of that. But in the actual photo showing the tear down procedure they show the jet needle inserted through the spring seat. Which one is correct. I have other problems with my bike so just trying one then the other has not helped me I need to know which is correct so I can figure out my other problem. The carb breakdown on all the websites I have found is the exact one I have in my manual. So if someone knows for sure which way it goes I will dance at your wedding...lol

I would think if its on top of the spring seat, it wouldnt be captured, and could come up while running. I believe it should be under the seat, like the diagrams show. Which would keep it in place while the motor is running.

I got her going this morning with the needle where you stated it should go and a little sea foam in the tank to get rid of some water that got in from a crack in the neck of my fuel tank. Thanks for the help.
