87 Honda 250X Carb Problem

Finally got around to fixing up my beat old 250x. It would start if I dumped raw fuel into the carb and die. I was looking at the carb. and underneath the carb was this fitting to what looked like a vacuum line,

It absolutely will not run with the tank hooked up so I think either the carb is clogged or this vacuum line has something to do with it.
Does anyone know where it goes? I tried looking in the manual and could not find it.

I have an 87 250x, havent had it for that long but it looks to me like its one of the overflow outlets. Should be a small hose connected on it just kinda dangling off the back. Might be wrong here, but im pretty sure thats what it is. That shouldnt affect the quad running.
Any other symptoms of it not running?

If that's the overflow tube and it's clogged gas will not be able to go into the bowl because the air cant leave for the gas to replace it. Where are you putting the fuel? Are you putting it directly into the bowl?
