Can a person remove the muffler packing from the mufflers and rejet? If so is there any performance boost? Has anybody ever tried this before?

Removing the packing will not give more power. If you look at the silencer, there is already a straight through path so removing packing is not going to increase flow. On a 2-stroke it's the expansion chamber that dictates the performance.
