Chinese ATV Carb Issue?

I purchased this ATV used from a friend who, from what I gather, purchased it from someone else, who let it sit and the carb gummed up.
The person I purchased it from mentioned that he cleaned out the carb to get the ATV running again, but could never get it to idle. Said person has little to no experience adjusting carbs, so I am thinking the carb adjustments are just off.

The symptoms are as follows..
1) If I get it started, its a lot of work. And when I do get it started, I have to feather the throttle to keep it running. It will not idle.
2) It will only attempt to start with full joke, and the throttle held wide open. However, the starter doesnt seem to want to turn the engine over when the throttle is held wide open.
3) After spinning the engine over for a while during a start attempt, I can pull the plug out, and it is bone dry, it doesnt seem like fuel is making it to the combustion chamber as it should. I can drip some fuel into the chamber, replace the plug, and it fires right up, that is, until that fuel I dripped in is gone.
I have yet to pull off the carb and try to adjust it myself. That is the next step. But the question is.. does anyone have any thoughts on the direction I should take with the carb? Where do I start?

I have read the thread. I did that prior to making this post. I was just wondering if the problem I am witnessing is common, and if it really sounds like the carb can be that far off. If so, where should I start with the adjustment? Set the air mixture (once I find it) two turns out, and try to get her started from there?

It sounds to me you have something cloging your jets in your carb.I would definatly pull the carb and clean it good.Also I dont know if you have a fuel filter,but I would put one on if you don't or change the one you have.Also it may be a good Idea to pull your gas tank and clean it real good.
