Need info on meerkat 50 blk/wht wire

I've decided to go back to working on my sons Meerkat 50 that I bought a year ago. I think I narrowed it down to electrical. My question is about the rear kill switch. I disconnected the switch and am testing the wires themselves. With the engine off, the key on, and the handlebar kill switch on (in running mode) at the green and blk/wht wire connection both show ground. If I disconnect the cdi it does not show ground. Does this sound like a bad CDI? Or is there another way to test this?

disconnect the black/white wire on the cdi, just take it out of the plug with a awl or small nail, this is the kill on the machine, this will disconnect all kills on the bike, the key, left hand kill & the rear tether... if you still don't have spark it is a electrical component you need such as the CDI, Stator or the coil, if you do have spark after this it is the left hand kill, the rear tether or the key/ignition.

Well I decided that the cdi was bad (the blk/wht and the green pins had continuinty between the two.) Now I tested the red/blk wire to see how many VAC I had and it only showed 20-30. According to my diagram it should be at least 40-60 vac. So now I'm thinking I need a new Magneto. I'm getting spark but maybe not a hot enough one???????
