If I were you, I would start out with it's handling, like a-arms, axle, shocks, and maybe even an extended swing arm. But if you want something for the engine, I would get some aftermarket reeds (I perfer boysen), an aftermarket pipe (fmf). The next thing should be a piston (wiesco) or even a stroker kit, and a new head to finish it off (pro design). I hope you have a big enough bank account!

Reeds and a piston will not give you much performance at all on a bone stock 250r.

Engine wise, you will need to figure what you want to spend...

Best hp for the money is:

porting
pipe
head
open airbox/no air box

after that things get minimal i.e. reeds, carb

Suspension wise, you need to give your riding style and assumed engine build.

The 250R motor in stock form is faster than the suspension allows. Like 1 reply stated, suspension first.
I have Lonestar a-arms and PEP shocks.
