Default 03' SP 500 rear suspension

I was following my cousin off the lake today...2 people on his SP 500, neither of them real big guys. I noticed his rear suspension looked funny and his rear tires were angled out, riding on the inside edge of the tire. Is the suspension that weak?? Or is just wore out? I wouldn't think it would be wore out with 400 miles on the machine? Common issue?

Two things he can do, it has 3 stiffer setting or he can get Heavy Duty Springs. Stock springs set on the softest settings (Default setting from factory) are overly plush. I have the HD springs and even on the softest setting there firm enough for my liking.
