Kazuma 50 issues....

Hello all,
ok, heres the issue:
I have two Kazuma 50's, one runs great...the other not so much.
One day we were riding it and it started to run like crap...to the point it finally quit. So, i thought it was a classic example of the valves. I have adjusted them...no luck. Adjusted again just to be sure. I have cleaned the carb(s) even swapped the carb/intake from the good one.
It will start if I spray ether in the carb, but as soon as it starts...it revs beyond control...even without the throttle connected...it does it with both carbs, so carb/intake cant be the issue. it even did it with the throttle installed or removed. Can a rev limiter cause this? does this thing even have a rev limiter?
The only component i havent swapped out is the magneto and stator, but dont think this could be the issue...
I have swaped every part possible from the good one to the bad one and now im starting to get a little frustrated, or could it be the fact im working with a three year old boy in the garage? lol, good times I tell ya

Did you know....
an improperly adjusted idle and no throttle connected will act the same? Yea, sometimes i lose my thoght process. Anyways, got it running...but cant explain why it would only run on ether, but now runs fine...hmmmm
