Default 2002 Quest 90 Starter Chain Oil

I have a 2002 Quest 90 (4-stroke) that I had some problems with. It was leaking oil and I couldn't figure out where from. Around the same time the electric starter was turning, but not turning the engine. After a few months I took the housing off the left side and found out that the case was empty of oil, but had oil remnants. As well, I saw that the three screws backed their way out of the starter assembly clutch, hence the reason that it was not grabbing when the starter chain was turning it. I got it all fixed and the starter will now start the quad.

When I had the casing off it looks like breather holes on the bottom of the case where oil could leak out. My question is, is oil suppose to be in casing to lubricate the starter chain or the drive chain? I see that there is a gasket on it, a fill hole in the top of the case as well as a hole on the side. I assume that the hole on the side is for inspection.

I have the manual, but there is no mention in it for this side of the engine.
