I've heard that quads sold in mountainous regions and in higher elevations get sent from the factory to the dealerships with smaller main jet sizes in order to compensate for the airlevels that the quad will intake...
is this true???

And if so, that means that if I buy a quad here in Delaware at "sea-level" it should have the largest main jet size of any stock quad of the same make, right???

Yes you are correct. For instance the Rubicon comes with a 158 at low elevations and 152 at high elevations.

My 400x came with a 150 main but the service book says that stock sizes vary from 142-148, i am not sure who changes them either, i hope the dealers dont change them, this would give them one more thing to screw up.

I'm pretty sure if it is done, it is done by the local dealer. I received my Rancher locally (6500 ft), and it had the standard jets (130) in it. Also, the shop manual makes reference to re-jetting for altitude, so I'll presume they expect the owner to do it.
