MY DS650 has been sitting for 2+ years ????????

Decided to get the 2002 DS back out on the trails after sitting for 2+ years. I checked the oil and it didn't register on the dip stick, the oil tank was dry. Is it possible for the oil in the tank to drain down to the engine ??
I drained the engine oil to see how much was in there via the engine drain plug and quite a bit came out, quite possibly all 3+ qts, if it's possible for the tank oil to drain down. So I'm about to add new oil and filter and I can't find the drain plug washer, is there's supposed to be one on thre drain plug ?? FYI, I'm using Amsoil 0W-40 4Stoke and that's what's been in there since my first oil change.

They should be an drain plug washer - check the drain pan or sometimes the bottom on the engine - mine sticks to the engine sometimes.
I don't think the oil would drain away from the oil tank - at least i have not heard of that before.
