Default ds650 starting problem

Well just picked up a 2003 ds650 baja last week that had been sitting all winter it ran and started ok but had a little studer when accelerating so i took plugs out they where black and fouled. So I changed them and took carb apart and cleaned it and put new gas in it. Know i have it put back together and it doesnt want to start unless the pilot screw is screwed all the way in. I did get it started and warmed up and tried to adjust fuel mixture screw starting at three turns out I can start to get it to studer when I screw it further out but when I screw it in It just gets a higher idle and seems to run better all the way until its bottoms out. It has the #40 pilot jet in it which is stock so my question is should I get a smaller pilot jet or is there maybe something else wrong. I guess i should add it has a k&n filter hollowed out stock exhaust with stock end cap and a main jet of 175.
Thanks

What clip is your needle set at?

Sounds like the needle is not being held down by the spring or washers are not in the right order.
