Default need help 1998 blaster

i found a 1998 blaster for sale up the street from my house and went and looked at it,it had very good compresion so i bought it for 400.00.
the owner said it has been sitting inside for 7 years and not running,i have not messed with a blaster before so here are my questions.

here is what i have done so far:
changed the crankcase oil sae 30
rear caliper was lockedup got a new cable on the way, going to try to free up the caliper myself.
parts ordered for carb=carb kit, float, and float pin

*should i change the reeds?
*im mixing the gas in the tank what ratio do i mix at?
*i took the carb apart and found junk all over in it so i cleaned it out put it back together and it is still leaking gas out the overflow.i think the float valve is bad so i got a carb kit comeing.my question is how do you set the float level on this carb?
*when i was taking the carb apart i noticed black coating on the carb slider and cylinder do i have a seal out and sucking air from the top of the carb.did these have a problem in this area?

thanks for helping out you guys basically im looking for a heads up on this thing any advive you guys give will be very apriciated.

32:1 ratio on fuel to oil.....

If mine were sitting and not used that long,... I'd change the reads for self assurance.... Or I mnight go ahead and buy them and keep them on hand for the next time I pull the carb for whatever reason,.... But you'll be pulliun' the carb,.. change 'em.

The float bowl is corroded and the needle that seals it is the leak problem.... not the over flow probably. Need a new carb, unless you can find someone with a carb bowl that's not hammered.... a long shot.
