Kodiak Idle problem

Hi guys,
I'm having a problem with my stock 2000 kodiak 4x4. I guess my first question would be is there a standard setting for a fuel/air mixture screw on a carb.
and the real problem is the idle on my quad. I can start it up fine and ride it then as I come to a stop and put it in neutral when I "blip" the the throttle it can go up and stay high until I "blip" the throttle again and its low. As I ride and then stop and come to an idle it goes up and down as in some times its high when I stop and doesn't want to go into gear or sometimes its low and doesn't want to hold an idle.
I have already cleaned the carb the best I could.

This idle is killing me.
It goes up and down as it pleases, and changes at the touch of a throttle. The idle stays high and as you hit the throttle it will go down and stay down until you hit the throttle again then it will go back up if it chooses.
