No power increase from 1/2 to full throttle-Dinli 90

I bought a 2003 Dinli Diamond Back 90 (and another 90cc Chinese kid quad) from a coworker. He had run them and parked them a few years back without draining the fuel or putting the battery on a charger. But hey, two quads for $100, I can't go wrong. (No they are not stolen).
I bought a new battey for the Dinli. Drained all the old gas and filled it with fresh gas with a bit of B-12 cleaner. I shot some Gumout down the carb. Adjusting the screw on the front of the carb (which I believe is the mix screw, but I may be wrong), I was able to get it to start and run pretty well.
Here is what I noticed: I am testing them on the fairly-flat street in front of my house. (I weight 175, so under the max weight for this quad.) When I give it gas, it takes off pretty well. However, from 1/2 to full throttle, there is absolutely no increase in speed and power. It doesn't loose power, just stays the same. Also, going up a mild incline to the street above us, it seems to be low on power.
As far as I know, these are stock, no mods. I prefer not removing the carb and cleaning it, but will do it if need be. I have never owned quads, but did a top-end rebuild on my buddy's Blaster last summer, I have a street motorcycle with quad-carbs, and know a little about engines.
Any ideas? Also, where can I verify which screw is which on the carb?
