LONCIN ATV70cc will not start

Hey guys
I have an ATOMIK 70cc ATV for my kids, was running fine for a while but was gradually getting harder to start and now will not start. So far i have changed spark plug(there is a good spark). I noticed when inspecting plug it appeared dry so i assumed carby problems, cleaned carby still no go, brought new carby still no go.
I decided to check timing after reading some posts in other forums, noticed timing marks don't line up perfectly( about 1/2 a link out) will this prevent it from starting??? also noticed starter motor chain is loose?? or is there something else i should be looking at. Your advice will be appreciated

Update on problem.
Tried spraying some start ya bastard while starting, engine still not running?? I might have to put it in to find out problem? any ideas b4 i bite the bullet and spend more money ?????

How's the battery? I had a Kawaskai KZ500 that would turn the starter motor for 10 min straight but didn't have enough juice to fire the coil.
Turned out the battery was dying a slow death - enough power to turn the starter but not enough to turn the starter and fire the coil.
I could put it in gear, turn the key on, and "push-start" it and it'd fire up every time.
New battery = immediate start.
Could this be the problem?

Is this a four stroke? If so have you adjusted the valves?
