Viper RXL-50 will idle, but when throttle engaged, it boggs down
and will not pull out.... Any help, tried new spark plug, cleaned
carb & gas filters....

clean the carb AND the jets. that'll fix your "bogging down" problem... ,make sure every orifice of the jet is clean, even axially down the throat of the jet. you must see daylight. see the orifices? they gotta be CLEAN.
