the recoil area is sealed off from the Counterbalance area not the the crank case.
I guess oil could leak from there into the recoil. Sure it is not water.

I had the same issue a while back, black oily feeling pull rope. Turned out to be water in the recoil housing and trashed my starter bendix....

As mentioned pull drain plug and see what comes out.

Drained it and that fixed it. Thanks.
Now, a new problem.
Quit running, would hit once and die. Changed plug, removed carb, getting fuel, removed bowl, checked floats and was getting fuel to the bowl through the float valve. checked low oil meter and it is working as not to kill the fire. The spark plug is getting good fire. ??????
It will hit one good time and die. Wait a few and it will do this again.
HELP !!!! LOL

If has good spark, hold throttle WIDE OPEN while cranking, could be just engine flooded,if so may take a couple times doing this. If doesn't help could have compression problem, or leaking crank seal, clutch side usually the culprit on seals??? OPT
