Welcome to the forum! The check valve just allows excess fuel to pass out by way of the drain screw or over flow if needle valve happens to be bad, and won't allow suction back in the same way keeping water out. A lot of times people have lost these, but just run the drain tube down long enough under the carb and make sure the vents on the side of the carb are routed up to where water wont enter there if you have lost the valve.
