There is legislation to put a tax on ATV's under the guise of a safety bill. They want you to have a sticker and pay taxes on your quad. The safety issue is merely a ploy to charge a tax and is all about money. They don't like so much buying and selling of used quads without getting their tax money, because no one retitles them. They spew scare tactics like "WV has the most ATV fatalities out of any state". Well, that may be true but it's a fact that WV has the highest sales of ATV's in the nation. They are getting a lot of flack from veterans and etc. though. Hopefully, they will not succeed in their quest for more tax dollars. I know I won't pay a tax on my quads, if I can help it. So what's up, any other states have lame laws like this ??

2000 Kodiak 4x4
2000 warn winch
Escavators x4
alum rear skid

1995 Kodiak 4x4
2000 warn winch
double A-arm guards

Yamaha reliability and performance....standard.

Just another way to soak up some cash from the WV citizens. So many people own atv's, it's a perfect way to leach some more cash from the taxpayers that will do-doubt wind up in dirty politicians' pockets.
Stuff like this has been in the newspapers for a while...crying about safety. Face it!...more people will get killed and injured if MORE people are riding ATV's!!!!! With 5 times more atv's, it's gotta happen!
It won't be enough to make a helmet mandatory, there has to be some cash transfer hands on a yearly bases (atop the personal property taxes paid yearly on the atv). Yearly vehicle inspection stickers for your car and a "safety" sticker for the 'ol atv.
Before it's over...we all may as well quit work...probably be better off with all of the taxpayer funded programs out there. Glad I got that off my chest.

A bunch of our legislators are insurace company puppets and I bet this bill has something to do with that. They've overtaxed alot of businesses into leaving the state so they are looking for other means to get money. If they had any sense they would open up more public land for trails and then they could charge a yearly fee for public trail use-but then again that might make us happy!
Why do I like to live here? Great hunting and fishing, almost no crime, cheap cost of living, and personally I have a great job here! Also practiaclly unlimited ATV riding. Personal taxes here ain't so bad-it's the taxes that our state and local gov't slap onto businesses that are really hurting in the form of lost jobs etc.. Did'nt realize Florida citizens don't have to pay any state or local taxes...

I don't think there are personal property taxes on atv's on an annual basis, and if so it's not enforceable. Both of mine aren't titled in my name though, ones a certificate of origin (new), and I didn't retitle my used one. In comparison, WV isn't as bad as many other states on personal taxes. It is true that WV has ran business out of state w/ various state and local B & O taxes.

JHAM...legally, anything you own falls under the personal property tax. You may be able to get away with not paying taxes for a few years....guess what happens when you sell it and a title transfer happens? You'll have provide the "back-taxes". Got any dogs or cats? Supposed to pay your taxes on them too. Catch 'ya later there neighbor....

Guys I don't know what the deal is with personal property tax on ATVs. My county's prop tax form has no spaces for atvs. It asks for autos, boats, dogs, structures, equipment used primarily for commercial purposes and I think livestock. When I bought my atv I received no title. Just a sales receipt. Dealer told me you don't need a title. If you have to pay taxes all personal property why not riding mowers, chainsaws and bicycles? I dunno-hope the assesor is not reading this! I know there is no state levied prop tax on atv-maybe it's different on a county by county basis.

I agree, I don't think you have to claim atv's, such as lawnmowers, equipment and etc. I've bought and sold them before w/no probs. Does anyone actually pay the dog tax?? I've got 2 Chows and always had dogs but I refuse to pay a tax on them. When you get a title from a certificate of origin (CO), you just pay what the initial sales tax would have been, even if several years later.
