Konker 70cc will not start

I am not familar with your quad at all.
On a lot of quads there is a timing access plug that can be removed above the flywheel which allows you to shine a timing light in to check the ignition timing. [Often new owners try to add oil through this access hole, which of course just runs out the bottom of the side cover...].
You could try checking the timing that way, but remember that the ignition timing is mechanically fixed and not adjustable. So a failure here would be rare, but not impossible. Such rare failures would include:
1) A sheared keyway on the flywheel (altering the relationship between the crankshaft position and the timing/trigger pickup coil in the stator).
2) A defective CDI which could be randomly firing on its own without the trigger signal, or the timing advance with speed circuitry isn't operating right inside the CDI.
