Not knowing the history of the machine, my first thought is a plugged main jet from bad fuel or something.
Make sure the air filter is good/clean enough.
My other thought is the primary clutch needs to be looked at. How many miles or how much do you estimate the machine has been used? I went 3500 miles or so on my 400 before I had to replace tires and in that time the primary clutch was showing signs of needing weights/rollers and since the sheave faces were wavy I went ahead and replaced the whole clutch with a Comet.
If you can't rev it up in neutral, I'd suspect the carb or air filter. If you can't rev it up in gear, then I'd suspect the clutch.
