2 handles could just be the brakes. I have had some that one will control:
rear brakes and front brake
Front brake
Foot pedal is rear brake
So that does not mean it has a clutch if you are really unsure follow the cable and see where they go. If one is going into the motor caseing its a clutch otherwise they are most likely going to the brakes.
I am not familiar with that model so only responded because no one else has

I had one years back 250 moto4 1987. There is no had clutch. One leaver is back and the other is front.
Mind even had a Low Range, handle by motor.
I like these guys for parts. Dirt Cheap Yamaha, Honda, Arctic Cat & Polaris OEM Parts & Accessories – Cycle Parts Warehouse
You mean you have no starter like in its missing or it just does not work?

Much cheaper to just rebuild it with a starter kit.

It does have a clutch, it's called an automatic clutch. When you pull up the gear shift lever with your foot, that automatically disengages the clutch. There is no clutch lever on the handlebars. All the levers on the handlebars would be brakes. Right lever would be front brakes, left lever would be rear brakes.

Its a 250? About two quarts maybe a little less. Yes two cables to the rear drum by back wheel. One is the hand leaver the other is the foot brake. The wing nuts adjust the brake shoes.
