1983 honda 200e electric start??? no work

Hi guys I just bought this atc....it will start first pull with the pull cord...but when I try to start it with the electric start....im getting no spark...new battery.....any idea on the problem???

sounds like the starter couldnt be turning fast enuff to make an spark...

fully charged new battery ......220 CCA and it does not take long to kill the battery!!
