2000 DS650 Startimg Problem

Bought a 2000 DS650 with no motor but all other parts. Found a used motor and installed it. Went through all wiring and cleaned everything. Cleaned the carb, new carb boot, flushed rad, cleaned oil tank and screen filter, new oil filter, air filter, new plugs, new battery. Total into it at this point is just under $1000.00 and don't want to get carried away.
I was told the motor was running but have had no luck getting it to start. When it turns over I can here it firing but will not start up. It has spark and seems to be getting gas. Going to check compression and maybe check the spacing on the coil trigger.
Any advice would be appreciated. Any other ideas would be great!!

How is the leak down test done and how is this different then a regular compression test?
Its been 35Degrees or so the last few days.
When I place my finger over the spark plug hole it doesn't seem to have much pressure and also draws my finger into the hole. Seems to have pressure and suction but not real strong.
Was reading and researching and was told to check the valves. Not sure but will give it a shot.
Any advice is great and thanks!!

for cold weather starting pull your choke all the way out, load up with ether (i pulled the boot so i was spraying into the carb, WOT crank it and play with the throttle position and once it kicks try and keep it running.
once i got it started i also turned the idle wayyyy up so it wouldnt die tell it warmed up and then i dropped it back down
