Fushion/Fuxion 90cc quad replaced carb with pz19 model same as original carb. Have followed the tuning guide on this site, have turned that slide 180 degrees countless times but still runs at almost full throttle. What obvious mistake am I missing please?

when you look through the carb is the slide bottoming out?

 

Cable adjustment at the top of carb?
You're aligning the slot on the slide with the lil peg?
