When i opened the right brake cylinder the baffle was just floating around inside is this right?

 

Common problem for these to swell up and float around. You can replace the baffle and holding washer if you wish,but if the master cylinder is working ok,I'd just chunk it.I've seen plenty that worked ok with out them.
