Default 83 big red new carb revs high

I am trying to get my grandpas old three wheeler running it sat inside for about 15 years then outside for anouther 5 years without running and was running when stored pull start is stuck and electric start button won't work however I can hook jumper cables up to car battery and touch the post on starter and it will turn over and has good spark I put in a new spark plug and cleaned carb and wouldent run I then bought a new carb off ebay and put it on. Now it will start and run with choke on and seems to sound real good however when I push choke button in it revs real real high also nothing seems to change when I hit the throttle

Could be sucking air, jetting could be too lean.On something this old, setting up this long, just start at the basics, change oil,plug,check/adjust valves. An old manual can help you in more ways than one. See if these free ones still work. ATC Manuals

Wouldn't think so,not with out a lot of fabrication work. Just try to repair/replace with what you have rather than trying to cross breeds parts.
