i checked my amps on the battery states fully charge at 13 amps. Put it on the charger and charger doesn't even cycle stating fully charged. I haven't tried jumper cables yet but i really don't know what would have done this? The relay is just buzzing. The fuses look fine. I just recently adjusted valves and cleaned carb thats it.

 

Sounds like need new battery or bad connection

If it has a pull or kick start, will the engine turn over on that? If so, then you probably do have either a bad battery or one of the terminals (live or earth) isn't connected properly. Some indication if it is the battery, is to check what the battery voltage drops to when you press the start button.
