have repaired the recoil rope with new kit all is well but when placed on the engine it doesn't pull the flywheel, it just pulls out and retracts?

 

This can be anything from the plate bol too tight to allow the ratchet to kick out,ratchet spring slipped,etc. Take the recoil off and see if the ratchet kicks out. On the plate bolt best to use blue loctite,tighten it until the ratchet won't kick out and slowly back up on the bolt until it does kick out and works properly.
