Default 2003 Honda Rancher 4X4ES

When I turn the key on to start this ATV all that happens is the panel flashes,No power to the starter,I checked the battery and also the fuse panel,I found that the Ing.fuse was blown ,I changed this fuse and tried to start it again but the same thing only the panel only flashes. I also had the starter checked for a short,the starter checked out OK. So I started the ATV with the pull rope but I still hade the same flashing on the panel,but along with the electric start not working the electric shift did not work as well. I shifted the gears by hand,even though this made it operable the Instermant panel did display the correct gear it still flashed.Seaking help

Does the whole dash flash on and off or just the gear indicator? If it is just the gear indicator, this flashes a "Morse code" so repairers can tell what is wrong with the electric shift's electronics. If the whole dash flashes (neutral light, speedo, etc,) you have either a very flat battery or a bad connection on ignition circuit. I had a new model 420 doing this last week, turned out to be the ignition switch gone bad, but can be battery terminals, earth, or a broken wire somewhere.
