So...if compression checks out it could just be flooded (they like to do that)...pop the plug and crank it (fuel shut off)...if gas shoots out then it's most likely flooded...if ya think it's flooded, hold the throttle wide open & crank it until it starts...these need VERY little fuel to fire...

It has good compression it doesn't get flooded on the piston but the bottom end keeps filling with oil and gas but it has new piston, rings , housing and read valves

We have nicknamed this four wheeler "old yellow " from the movie , and in the movie old yellow dies and gets buried. I'm so tired of this thing I'm ready to dig its grave in the back yard

That's where the flooding happens...in the bottom end! A 2-stroke pulls its fuel/air mixture from the bottom end after it's lubricated it...so telling me the bottom end is full of gas is telling me your problem...where you at...because if close I'll gladly take it off your hands!!!

Have you been running it with the fuel tap on PRIME? If you have, it is your fault it floods, as you should only use prime for starting first time after the carb has been empty. Once started it should be on RUN all the time. If you haven't been running on prime, the tap is faulty, so fit a new one. Many people fit conventional ON OFF taps, and blank off the vacuum pipe, but this involves you in remembering to turn the tap OFF when you park the machine. I go for cheapo Chinese copies of Suzuki taps, they work, but need a longer fuel pipe and the run, prime, reserve, writing is all wrong on them.

I install a cheapo on/off valve from the auto parts store (lawn mower section).

So...if it's still flooded...to fix it I suggest removing the carb & reed cage, then using a siphon, draw out as much of the fuel as possible...let what you can't get out evaporate overnight...put it all back together and then restart. I highly suggest a shut-off as LT80 mentioned or even a gravity type petcock...however...even with these that motor requires very little fuel to fire and they carb "float" system rarely works so I turn the petcock "on" only for a second or two then close it...then crank it...once running you can turn the petcock back on and turn it off once you shut it down...my $0.02...
