Regearing Coolster 125..

Ok guys-
I got my kids a 125 and it's gutless down low, especially after governing it back so as to keep them from going warp factor 3 on a quad they don't know how to ride yet..
I'm currently at 13 and 45 respectively on the sprockets. So like, ~3.5:1.. I'm thinking about going to 12T and 54T sprockets for something like 4.5:1. I've been tempted to go 11T/59T for 4.9:1.. We've got some hills, I think that'd be good for them and I could un-govern it and let them rip.
So, my question.. has anyone gone with a double swap like this on a 125? I know lots of guys will down a tooth in the front and then just leave it, but I think I might as well go up some teeth in the back.
Also, has anyone ditched the front sprocket two-bolt retaining plate for something in favor of an appropriately sized standard C-Clip?

i always found governing these things down just causes the carb to load up and run like crap after a while. I just left it un governed and took the little one out to a big open space and let her get the feel for it.
