05' ETON 90 viper 2 stroke boggin down

We took our Eton Viper 90 out riding trails last weekend and at the end of our ride it started acting up. Loss of power and was acting like a fuel flow problem. Bogging down. We drove through some pretty large puddles during our ride so I don't know if that has something to do with it.
So far I've checked the fuel lines from tank to carb. Fuel runs freely. We even drained the tank to see if there was anything floating around in the fuel. It looked clean. Checked the air filter and it's housing and they both looked pretty much dry. Sprayed carb cleaner into the carb multiple times but have not actually taken the carb off and gone through the entire thing. Pulled the plug and cleaned it. It was pretty dirty but this is a 2 stroke so what do you expect. Still running bad.
The ATV will start and idle without a problem. Once you hit the throttle it bogs down. I think I read that the CDI can cause problems if it gets wet. I found the CDI tucked away under the front grill. It's the old style with the little green looped wire. It has no gauge or wheel to change settings.
Any pointers guys? I'm stumped.
