Default 98 sportsman 500 dreaded rev limiter

Hello everyone new to the site! Looking for some insight hopefully someone can help. Working on a buddies 98 sportsman 500 with the dreaded rev limiter issue. I’ve read a lot about these things. Basically the guy said he wanted new starter rear wheel bearings tie rod ends and air filter. Get that all finished went to test drive and then rev limiter issues. Of course he said it was fine before but I didn’t ride it previously so I don’t know. Idles fine go to drive once a load is on it sounds like bouncing off rev limiter. I know they had cam issues I pulled cover ex lobe looks fine I also removed black wire everyone talks about and absolutely no difference. Doesn’t matter hi or low range forward or reverse and override button doesn’t even matter. I see all these conversations online but I never find a answer to what the fixes are. I would truly appreciate any insight. Thank you so very much.

did you check the clearance on the etc on the throttle? if too tight it will make the override kick in as well. it's a full throttle protection mode.
