Default 1999 Sportsman 335 bogging above 1/4 throttle

This is probably an easy one for you guys. Long story short, my father-in-law (with broken English) took his Sportsman to a local shop for a few issues including a fuel leak under the carb bowl, otherwise running fine. They fixed a few things including the leak and "adjusted" the carb. Well now it will start and idle just fine but won't rev above around 1/4-1/2 throttle. Hitting the choke with it running makes it worse and there was some old gas in the air box so I think it's running very rich. Air box/ducting is completely stock and unmodified, and doesn't appear to be getting drawn up against the gas tank (common issues I've read), and the oil does not smell like gas. The e-clip on the needle was in the middle groove. Moving it up one groove seemed to help a little. To me it seems like the main jet is too large or the needle is worn out but they look like the original parts (or "used" replacements I guess) at the very least. The mixture screw still has a brass plug covering it and looks like it hasn't been touched.

So obviously I'm going to contact the shop who worked on it and ask them to explain themselves as my in-laws had rather unpleasant responses when they took it back for rework but it has been several months, I don't expect any luck on that front. If you guys have any advice my extended family would very much appreciate it. The bike is a good four hours away and it'll be a few weeks at least before I can get my hands on it but I'd love an attack plan for when we do head back out there.
