Default 2007 Rubicon 500 solenoid or starter

So my solenoid clicks once and I changed it out. Tried to jump across with with a screw driver and nothing. I changed it to a new Solenoid and same thing. Clicks once and no luck jumping across. So would it be a bad starter? I started noticing it would jump and make a funny noise when starting up before this happened. Battery is good. Connections are good. Ground is good.

Any suggestions would help.

Yes, probably bad starter, so why change the solenoid? Always test the system before spending money on parts. Easy test, get a 12v incandescent test lamp, put it between the battery neg and the pos post on the starter, (at the solenoid end of the wire if it is easier). Switch on, press start button, if solenoid clicks but lamp doesn't light, bad solenoid, if lamp lights but starter doesn't turn, bad starter. Usually brushes, which can be replaced using a cheap aftermarket brush kit. Much better than a complete aftermarket Chinese starter, which are of questionable quality.
