Tao tao Rhino 250 Clutch Replacement

I just ordered a new clutch. I found several videos of how to remove the clutch itself, but how do I remove the round thing to the right? The screws connect to a sleeve over a shaft. Is this just pressed on? Thanks for any help.

I don't know what it's for but this guy shows how to remove it,,,

If you find out what it's called let me know, mine has a crack and I need to get a new one.

Don't know that model at all, but the Recon has a similar thing on the outside of the centrifugal clutch, again on the end of the crankshaft, and it is a centrifugal oil filter so I would guess that is one too.
