Taotao 135d Starts but wont move

Taotao 135d Starts but wont move
Have a 2015 Taotao 135d that starts but when you hit the throttle it doesn't move. I replaced the carb, clutch assembly, and still same issue. When I lift the back end up and hit the throttle the wheels spin.
Any thoughts?
