Over charging

I just replaced the voltage regulator on my sportsman 570. With a brand new regulator it’s still putting out spikes of up to 16 volts what else could it be

Assuming the new voltage regulator is not defective the only other thing that can cause this is the stator or one of its harness wires is grounded , unplug the stator and check for a ground .
