2004 Polaris 700 Sportsman - Running rough, idles up and down

We have a 2004 Polaris Sportsman that is running very rough. I had a small engine mechanic look at it and he can't figure it out. Forgive me if I don't use the correct terns because I'm not a mechanic but here's the story. We took it last year to have someone rebuild the carb because it wouldn't stay running and he told me the carb was the issue. To make a long story short it sat for 7 months and he never finished it. We brought it home and yes it did sit outside for the winter. Took it to this new small engine mechanic thinking the carb just needed to be reinstalled. After discussions with him we decided it would be easiest to just purchase an aftermarket carb. He drained all the gas, hooked it up to air to get all the water out of the system, reinstalled the new carb and it's running terrible. He changed out the jet from the old OEM carb into the new carb made no difference, tried the old carb again, still ran the same way (the old carb leaks gas like crazy) I think he said it needed a new float, put the new carb on and off 3-4 different times and it's still running the same. Last year we installed new fuel pump and new starter. He tried adjusting the screw on the carb, made no difference. When it idles, it revs up and down. I'm going to try and attach a video. I was able to run it last year with the choke pulled part way out but now you can't get it to move at all w/o it dying.
