Check compression, if below about 90psi it will probably be bad to start. If compression is down, check valve clearances. If compression is OK try a new spark plug. Engines with carbs need a bit of throttle before they will start as a rule. They also may, or may not, need choke. Balancing how much of both, to get a start every time, is part of the learning curve. If you get it wrong, you may "wet the plug" and there is then no way it will fire up until it dries out again.

The compression is around 70 psi so probably won’t start?

Yes, once started it would run, though power would be down. Check those valves and hope it is just lack of clearance causing the compression problem. Otherwise, it is take head and cylinder off, and a check for bore wear, ring wear and bent valves.
