The Chinese engine section is a strange place to put your question. However, check there are no cracks in the inlet manifold, as an air leak can cause this. You may have been unlucky and got two carbs with the float level wrong, does the engine idle go down to normal after a while? Cables can stick or need adjustment, so you get a bit of play before the butterfly begins to open.

thanks man didn’t know it was in the chinese section, i read some else had engine problems in this forum so i post in it. okok i’ll see to adjust float if it doesn’t work i’ll replace the inlet manifold and gasket. will try with throttle cable disconnected too. nope i kill the engine after a couple seconds. there’s a hole in the exhaust so she sounds like it’s going to the moon

You will need to set the idle stop screw (slow running screw) on the new carb. It may simply be set too high. If you are worried about over revving, wind the screw out, start up on the throttle and keep the engine idling with that, while adjusting the idle stop screw in until the revs start to rise. With a cold engine, you set the revs as low as possible, as idle speed will rise as the engine warms and you don't want it too fast to select gears without crunching.
