Default Lost why it won’t startz

Hello I had my atv being stored at a friends house . He do a tune up and checked everything out . Well now I need it to get ready for winter plow and it won’t start . This is what he told me. there is an EFl code that says the crank position sensor is not reading , I ohm metered the sensor and it is within spec, the fuel pump also does not turn on but if direct power is put to it it pumps so I'm at a loss I tripled checked all the fuses, I replaced relays I checked the power wire going to the crank sensor it was only reading like 3 volts not sure if it's the computer that's bad, the wiring harness itself or what I'm at a complete loss if you know somebody else that knows more I can haul it to them.

The symptoms primarily indicate a power or grounding issue with the engine control unit (ECU) rather than a faulty crankshaft sensor. The EFL code appears because the ECU is not receiving the signal correctly, which also explains why the fuel pump is not priming, even when operating with a direct power supply.
