The dealer is not required to even talk about insurance. You do not need it to register the quad. you may need it to ride the quad.
The bank wants you to have it so their investment does not go to pot.
You have to get it yourself. See www.markel.com for the most inexpensive insurance I know of.

I bought two quads two years ago. I paid cash for one, and financed the other. Over a year went by, and the bank I financed the one quad through sent me a letter, stating that there was no insurance on the quad, and that they were putting forced insurance on it for $800 a year, to be added to my account. I told them I would acquire insurance by the end of the day. They said that was fine, but I still owed $800 for the year it was not insured. So I asked them, you are charging me $800 for the year that nothing happened to it? Yep. So I told them, okay, it was stolen the day after I bought it, so I'm covered, correct? Nope, it doesn't work like that. It only works when it ends up in their favor. So I told them that if they don't remove the $800 add on, the quad would be in their parking lot by business opening in the morning. After a few weeks, they finally saw it my way, and dropped the charge.
I now have my insurance through Markel for $55 a year, full coverage. Who knows how reliable they are when it's time to turn in a claim, but at least the bank is happy.
