And this isn't no little rub, I can hardly crank my motor over it rubs so bad. I knew it might need adjusting since I had to remove the whole motor, but how do I adjust this thing? The primary clutch is rubbing the top of the guard. If I pick up on the guard, it quits rubbing. So what adjustments do I need to make??

At the bottom front of the guard there should be a small bracket that the guard bolts to with some up and down adjustment to it. Loosen the bolt that goes through the guard and into this bracket and adjust your guard until it stops rubbing. Tighten the bolt and hopefully your done.
