Do california people have to pay tax from a second party? like someone thats selling a quad thats used? i know u do from a dealer. and what about DMV fees? figured it might be a little cheaper to buy a partially used one with more stuff than buy a new one. thx!!!

Not to the person you buy the bike from. The DMV charges you based on the selling or buying price. If you can get the guy or gal to write on the bill of sale (back of the title) a much lower amount than you actualy paid you will pay the DMV less.
